M. Arif Parmaksiz was born in Nevsehir, Turkey in 1953. He finished his primary and high school education in Nevsehir. In 1971 he went to Germany for a year to attend a business management course.

From 1976 to 1979 he worked in Nevsehir Province Directorate of Public as a surveyor. In 1979 he started working as construction contractor. From 1989 to 1996 he served as Head of the Sports Club of Nevsehir. From 1994 to 1999 he has been the chairman of Nevşehir Commodity Exchange.

He still maintains his position as Chairman of the Board of Directors in Nevşehir Chamber of Commerce and Industry since 1999. In addition, he is a member of the Board of Union of Chambers and Commodity Exchanges of Turkey and Chairman of the Board of Customs and Tourism Enterprises Inc.

Married and father of four children.
