urat Kırlangıç was born in Amasya in 1974 and has completed his elementary, secondary and high school education in Amasya. He is currently receiving his university education.

Kırlangıç got a start in business in 1992 and is continuing his business life today in metal, construction, health and tourism sectors as a board member and board of director. 

Murat Kırlangıç acted as a board member of Amasya Chamber of Commerce and Industry in 2005 and was elected as the Chairman of the Executive Board in 2013. He was reelected as the Chairman of the Executive Board at the elections held in April, 2018 and is currently continuing this duty.  Moreover, he acted as the member of Tax Commission at Turkish Union of Chambers and Commodity Exchanges during 2013 and 2018 and is currently serving as the board member of OKA (Development Agency of Middle Black Sea) and the board of director of Amasya Organized Industrial Zone. Kırlangıç was elected as the member of the Council of Chambers of Commerce and Industry of The Union of Chambers and Commodity Exchanges of Turkey in 2018.    

He is married.
